Civic exam and Republican Integration Contract: what's the difference?

The CIR, civic training, and civic exam are three distinct but often confused steps. Here is how they fit together for a CSP or resident card.

Civic exam and Republican Integration Contract: what's the difference?

Many candidates mix up the Republican Integration Contract (CIR), 24-hour civic training, and the civic exam. Yet they are three different concepts in the integration process.

This article clarifies each role and how they connect to a multi-year permit or resident card application.

What is the Republican Integration Contract?

The CIR is a contract signed by many foreigners arriving in France, framing an integration path: language training, civic training, welcome interview, etc.

It is part of republican integration policy defined by the Ministry of the Interior. Information on formation-civique.interieur.gouv.fr.

What is civic training?

Civic training is 24 hours of instruction (over four days) covering major themes of life in France: republican values, institutions, rights and duties, etc.

For affected multi-year permit applicants, it must now be completed before obtaining the permit — not only after.

What is the civic exam?

The civic exam is a separate test: a 40-question multiple-choice exam in French, 45 minutes, requiring 32 correct answers. It is taken at an approved center and delivers a pass certificate.

It is not the training itself, but a formal assessment. See where to take the exam.

Why the three concepts are often confused

All three steps cover similar general themes, which creates confusion. Many think civic training exempts them from the exam, or that signing the CIR is enough for a long-term permit.

In reality, each step has a different purpose in the administrative process.

Who signs a CIR?

The CIR concerns many foreigners who recently arrived in France or are subject to republican integration obligations, per current rules. Not all signatories are immediately subject to the civic exam.

Who must take the civic exam?

The civic exam is required for certain first applications for long-term permits (CSP, CR) and for acquisition of nationality by decree, subject to exemptions.

The 2026 framework is detailed in our 2026 civic exam article.

CIR, CSP, and resident card: how procedures connect

For an affected first CSP or CR, the path may include: signing the CIR, civic training, then taking the civic exam at an approved center, before filing the prefecture dossier.

Order and exact timelines depend on your situation. Always verify with official sources and your prefecture.

From civic training to practice

Civic training introduces the main themes, but many candidates need QCM practice afterward. Alice helps turn that knowledge into exam reflexes through a personalized path based on your chosen goal: multi-year permit, resident card, or naturalization.

Thousands of users have already trained with Alice after or alongside their civic training. The app is not government-affiliated.

Frequently asked questions

Is the CIR enough to obtain a CSP?
No. The CIR is an integration path. For an affected first CSP, the civic exam pass certificate remains a separate requirement.
Does civic training replace the civic exam?
No. Civic training is instruction. The civic exam is a formal test taken at an approved center.
Must all CIR signatories take the exam?
No. The civic exam concerns certain first long-term permit applications or acquisition of nationality by decree, not all CIR signatories.
Is the civic exam taken during the CIR?
The exam is taken at an approved CCIP or FEI center, outside civic training. These are separate steps.
How to prepare after civic training?
Practice in multiple-choice format with theme-based series, timed mock exams, and error review. Alice offers a path adapted to your administrative goal.

The CIR, civic training, and civic exam are complementary but distinct. Training prepares you; the exam officially validates your level for certain procedures.
