Resident card: what does it mean?

The resident card allows a non-EU foreign national to live long term in France, generally for 10 years (renewable). A long-term EU resident card also exists for certain profiles.

Which first applications are affected?

The civic exam is required for first applications for a resident card or long-term EU resident card issued to a non-EU foreign national, when the permit category is subject to the obligation.

This concerns a first issuance of the affected permit, not a renewal.

Are all resident cards affected?

No. Only certain categories of first applications are subject to the obligation. People over 65 are not affected for the multi-year and resident permits covered by the regulations.

No. Renewing an already obtained resident card does not require retaking the civic exam.

Exam format for the CR category

The test remains a 40-question multiple-choice exam in French, 45 minutes maximum, with 32 correct answers required to pass. The resident card category corresponds to a higher difficulty level than the CSP category, per official exam logic.

Difference between CSP and CR categories

Both categories share the same overall format (40 questions, 45 minutes, 32/40 threshold), but question difficulty is adapted to the target permit. The CR category is generally more demanding than the CSP category.

Why the CR category can also work for a CSP

According to official information, a candidate who passes with the resident card category can use that certificate for a multi-year residence permit application. The reverse is not always true: a CSP certificate does not necessarily cover a CR application.
